Error logging into the admin panel after new install (3 posts)

    I get this message everytime I try to log into the admin dashboard after a clean install. I can see the default site and post comments but can't access the admin dashboard

    PHP Warning: file_exists() [function.file-exists]: open_basedir restriction in effect. File(C:\inetpub\wwwroot\wordpress/wp-content/plugins/edit-tags.php?taxonomy=post_tag) is not within the allowed path(s): (c:\inetpub) in C:\inetpub\wwwroot\wordpress\wp-admin\menu-header.php on line 118

    Sounds like you are missing files. Download a new version of 2.8 and ftp all of the files to your site EXCEPT the contents of the "wp-contents" folder.

    Each time I install or upgrade and have issues, the first thing I do is another automatic upgrade, but if I can't do that then I'll do a manual upgrade and it fixes the problem 99% of the time.

    Still same problem I must note that I am running it on a winsvr2k8 w/iis7
