I'm trying to implement my theme as used here on wordpress, but can't figure out how. The documentation comes up short on the actual code, and I am not a PHP programmer. Would someone shed a little light on this?

you don't even need to be a programmer to convert an html to wordpress theme. there are bunch of tutorials in the net on how to do that. Go to WPPORT at the sidebar there is an ebook called how to be a rockstar wordpress designer ofcourse its a referral and i get to earn if you buy it. Most of my themes are based on that ebook.
