I'm inspecting the post to Google and I'm seeing a tax rate as 0 in the xml and Google is not applying tax because this needs to be blank so Google checkout would handle the tax. Either way, its always not showing up in Google with the wp-ecommerce with Tax turned on or off.
If the tax is on, the correct rate shows up on check in Wordpress, but the value is not send to Google. It's send as a 0??? Any information on this would be very much appreciated.

I'm having the same issue with the tax amount not getting sent over to Google. I'm going to check if this needs to be a setting in Google.

That worked. Apparently, the tax needs to be handeled in Google. If you go to Google's Seller's Checkout Settings -> Tax Settings, you can set up the tax rates.
Hope this helps.
