   not reading the the theme files.

   I see the main page, but all links are taking me to unformatted pages.

   Where do I fix this?

   Without a link to the issue we can only guess.

   My top guess: You configured the Settings -> General URL values with "localhost" and are trying to view the blog from another machine. Use a real DNS or IP address, not localhost.

   click on any link on that page and you see what is happening.
