Adding themes via a web interface

Is there a way to allow admins to add themes via the web interface? I don’t want to give access to anything but wordpress themes.

Ideally I want some sort of interface that lets a blog admin upload a theme as a zip file and the script takes care of the rest.

I know this would break some themes that depend on custom installs, but I want dead-simple….
