As a side note - I wouldn't ever rely on the dumps. I had two people do a dump, the file was different each time. I did a dump, and got a 5MB file, a 6MB file, a 560KB file, and a 2.3MB file.
Use one, it's incomplete, use all, dups... and the real odd thing - I never got Decembers posts in any of these scenarios. Real mess.

I've gathered a page of links to all the different solutions discussed here and elsewhere, and also wrote about one that I found out for myself: fixing the value of prefix_user_roles in the prefix_options table. Hopefully this'll be useful to somebody seeking help from this thread.

U name it i tried everything, nothin worked, then went to phpmyadmin went to the wp_table then wp_user roles opened that up and compared it with my other working blogs found a difference changed it and it worked!!!! ok in the text on the second line it should be a:53: INSTEAD of a:51: simple now everything works!!!!
