   I have two administrator users, one can see the extra TinyMCE buttons, one cannot, why is this? Using the same computer, same browser

   Solved - that user just needed to click the 'kitchen sink' button

   It's the icon usually shown top right, with which you can toggle between just showing one level of icons or more.
