Currently the default list contains "Regular sidebar" and "Featured Page Textwidgets".
1. How do I add more sidebars in the dropdown menu in the administer widgets interface?
2. Lets say I have added "side1", "side2" and "side3" in the list.
How can I display "side3" in my_custom_template.php?

Also look at how existing themes, such as Rounded Blue do that.
Do you know if there are any plans for enabling sidebar creation from the admin panel?
Would be really sweet if I didn't have to add them in the funtions.php file.
Don't know--they are to be overhauling the Widget interface but not sure if your wish is part of that...
