PATH_INFO dangerous?

In http://seancoates.com/xss-woes#comment-96 we see

“That’s one reason to never use PATH_INFO, but so many hosts are configured to use it be default.. It’s
appalling.”

Is he talking about the same PATHINFO as
http://codex.wordpress.org/Using_Permalinks#PATHINFO:_.22Almost_Pretty.22 ?
