And what about people with a phone line or a satellite connection ?
what wordpress need is a upload script that you install on the server which is going to download the software from wordpress server...
then don't need to download and upload on my computer because I don't need it.
They do it with spip.net

Most hosts would call that Fantastico or Simple Scripts. In the past I wouldn't have recommended these, but if you can initially install 2.7 with one of these auto-installers, then you can go into the admin area and reinstall with the built-in upgrade/reinstall facility.
