I'd like to moderate user registrations, allowing or disallowing their requests at my convenience. However, it seems that with Word Press 1.5, I can not disallow a newly registered user (at level 0) not to post. I understand that at some point, increasing that user's level to 1 might have done this, but this functionality doesn't seem to exist in 1.5.
User level:
0 - Cannot write articles.
1 - May submit drafts for review.
2 - May publish articles
See the "Newly registered members" setting in Options->Writing.

There is no such setting in Options->Writing on WordPress 1.5 to my knowledge. Is there something wrong with my install or are we talking about an older version of Word Press?
WordPress 1.5: Options->Writing
Newly registered members:

If you don't see that (directly above the Writing by e-mail stuff), there's something wrong. Are you logged in as Admin?

It's not there. Thank you for the verification on your end. Yes, I'm on as admin (as you can see on the 'Logout' Site Admin button on the top right hand side of the screenshot.
Ah - the source of the confusion!
That's WordPress 1.2 NOT 1.5

Note: This particular instance is a tarball from the main site running on Redhat EL3 running Apache2, PHP4.3.2, and MySQL 3.
For kicks, I also installed this onto a Gentoo unstable machine through portage and get the same results so it's not the tarball, nor the OS.
