After I uploaded the files to the server, I go to my website name/wp-admin/install.php. Instead of getting the regular Wordpress screen, I get one that has the text but it's not formatted like the Wordpress site.

Then, when I type in my information and click enter, I get a 403 and 404 errors. This is exactly what the screen says:

    Forbidden

You don't have permission to access /wp-admin/install.php on this server.

Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.
    Apache/2.2.11 (Unix) mod_ssl/2.2.11 OpenSSL/0.9.8i DAV/2 mod_auth_passthrough/2.1 mod_bwlimited/1.4 FrontPage/5.0.2.2635 Server at http://www.dyerwrites.com Port 80

    Please help.

If the web root is the public_html folder, I have a file with that name, but the file size is 0. Plus, the permissions say rw-r--r--

    oke, so that sucked.

for anyone wondering, hostgator is using mod_security and suphp

your public_html directory needs to be chmod 750

Also, and more importantly, if you attempt load a file that sits on the same domain as the file being loaded, ie trying to load wp-admin/install.css from wp-admin/install.php it triggers mod_security

Fuck all if I know WHY they did that, but harassing their support ppl makes m them disable their crappy implementation of mod_security for whatever domain is having trouble.

And it only took 45 mins and ME pointing out the problem repeatedly before they fixed it.
