Well if you just wanted to do a linklog, that could be done relatively easily using WP Links, however if you want a full blog things will be trickier. I would recommend (for now, until this functionality is built into WordPress) to hack around with categories and a custom query to get the results you’re going for, if you feel comfortable with that.
I’d like to do the same, except I could be spared the hazzle if links had comments on them.
I don’t really know about PHP scripting. A little affraid to hacking around. I hope WP will make the ability to have multi blog in one machine soon.

WP Links do have comments on them, or rather descriptions.
You can choose to display them with the links; set parameter 7 to 1 in the call to get_links().
Currently this field is limited to 255 chars, I think I will increase that soon, and make the edit box into a text area.
