   Ok So I changed my config.php file as instructed then I uploaded the folder to my server via ftp clicked on te insall link an this was my result

   <?php
   /**
   * WordPress Installer
   *
   * @package WordPress
   * @subpackage Administration
   */

   /**
   * We are installing WordPress.
   *
   * @since unknown
   * @var bool
   */
   define('WP_INSTALLING', true);

   [moderated / snipped]

   I was never sent to a log in or anything ...what next??

   one of the primary requirements for running WordPress is PHP. Based on the above, I'd suggest your server either doesn't have PHP installed or it is quite misconfigured.
