I wanted to try the plugin TagThis! AKA "Tag This"
It would let me and my users add Tags from the front-end of the website. It's really cool the way it lets you set the # of voters before a tag is added.
But it does not work for me in WP 2.7.
I think the problem has to do with the links in the Admin menu. They point to files under /wp-admin/tagthis/ but I know those files aren't there. They are under /wp-content/plugins/tagthis/ which is where I uploaded it, like most plugins.
Anyone know?

The plugin actually kind of works, but the Settings screens in the admin area do not work.
Is Oinam on here?

ach, I had other issues, minor things, but never managed to get through to the author, neither on his page, anywhere, I gave up on this plugin in the end :-(
Is there any other plugin that allows public tagging?

I had the same problem. Did anyone find a good community tagging solution?
here is another new plugin, but no documentation available :-( see my post here: http://wordpress.org/support/topic/251384?replies=1
Anyone come to a better solution?
Still trying to get this to work - the community tagging idea. Doesn't seem that crazy really, a lot of sites have it now (not WordPress sites, but like YouTube etc)
nope, no answer on either of these threads ;-(
seems nobody is using such a feature...

Rename the directory from /wordpress/plugins/tag-this/ to /wordpress/plugins/tagthis/. The admin feature no longer gives the 404 error and the options menu is available. I'm having trouble with it refreshing the tag list without a page reload, but it's functional and hackable.
