   At first glance, 2.7 has this feature, but does this do more than what is in core?

   So where is the URL input field in the 2.7 core?

   "Multiple-plugin install feature allows you to move your plugins from one blog to another"
   n.f.c.

   "Displays status of plugins in need of update on the Dashboard"
   (Emphasized the most relevant part.)

   "Option to update all plugins at once!"
   Well, dunno about this, though.

   It lets you install many plugins at once (by name or URL). Also generates lists of active and inactive plugins.
