   I completed all steps but when I tried to restore the plugins it caused a fatal error. Site is down. Repaired database and no help.

   Fatal error: Call to undefined function get_option() in /home/rugbycon/public_html/wp-admin/admin.php on line 9

   What version did you upgrade from?
