I'm at 2.2.1 and the security release 2.2.2 just came out. If didn't want to replace all my files, can I just replace the files that are listed on the "Changes in branches/2.2" page found here?

Short answer - yes.
Short question: Does the same apply for the upgrade from 2.2.2 > 2.2.3? I'm intending to use the contents of the zip file at the foot of the WordPress Trac page, here:

Yep, I only updated the changed files when going from 2.2.1 to 2.2.2 and the same when going from 2.2.2 to 2.2.3. I just extracted the complete zip file, and only uploaded the changed files to the server.
I did have to re-add the changes I had made to the vars.php file.
