Making files writable

I have downloaded an image rotating plugin, but a message comes up to say that the image subfolder is not writable. Anyhone know how to overwrite so that I can upload it? I also want to use the Theme editor in wordpress, but it says I have to make the file writable. Am not sure how to do this.
