Can I change the logo and look of the register page on my blog? Looking over the files I can't figure out what page the blog is pulling. any help would be great.

The css folder is located in your wp-admin folder.
or...
I have used this one for quite a while. It can be customized, and because it is a plugin you won't loose the modifications on an upgrade.
