How do you administer trac tickets (wp-plugins.org)?

Hi – I have been looking around the codex and plugins.trac.wordpress.org but still need help … I contribute to a plugin via svn but can’t figure out how to administer any of the trac features. Would like to:

1. Add the plugin to the “components” list so people can submit tickets (it currently isn’t listed);
2. Assign tickets to developers or administer them in some way.

As I said, I’ve searched the codex and the wiki on trac but I can’t find any guidance for how to go about doing this. Is it web-based or command line? Either one is fine but I need some help! Would like to start using the trac feature with the plugin, if possible.
