2.1.2 to 3.1.3 upgrade.. no toolbar?

    I upgraded 2.1.2 to 3.1.3 recently and did not see the WP toolbar on one of my sites. However a brand new site of mine with a fresh WP install has the toolbar. Could it be because I have the templates heavily edited?

    Sorry I should clarify. The toolbar that pops up at the top of the page when you are signed on as an admin.

    Go to your WordPress user profile and click edit then check both of the box for dashboard admin bar to appear both of your site and dashboard.
