Simple pop-up doesn't pop up

I’m using 4.6.1.1 with WordPress 3.9.2.

I’ve got a very simple pop-up that’s Active and has only one rule: Not from an internal link. I can preview it just fine, but it doesn’t pop up when I go to the site.

I’ve turned off all other plug-ins and turned on the Javascript console. The only thing I see in the JS console that might be relevant is this:
