   I am planning to do a major overhaul with a new theme... rearrange images and put in new galleries etc...

   BUT when trying to do this i realized that i have no design tab or plug in tab which is essential, correct?

   Is this a problem with my wordpress? or my server? or what is going on?

   Please help
