Editors, Authors, Contributors missing second Visual Post Editor Tool Bar

    All of my secondary users are missing the secondary Visual Post Editor tool bar, where you select the ‘format’ i.e. Heading 2, Heading 3, Heading 4; Underline, Justify, etc….

    I’ve changed the User Roles back and forth, I’ve selected and deselected the user tool display options in their user profiles and I have seen no changes.

    Please help me understand what might be the problem.

    The last button on the first row of the toolbar toggles the visibility of the second row. By default, the second row is hidden, so they need to click that button to see it.
