1) Force Vote on Comment: A plugin that forces a 1-5 point rating per comment. So when you add a comment, there’s a little drop-down that has a value of 1..5. It’s like various voting-plugins, except it votes on comment (and you can’t comment without selecting a value).
2) Rate Comments: Kind of like the Digg-style thumbs-up/thumbs-down, only it shows a numeric value of thumbs-ups (eg. 2/3) instead of a numeric score (that might be negative if thumbs-downs are more than thumbs-ups).
I’ve searched around, but can’t find either of these plugins; is there anything out there I can use?

I’m looking for two plugins:
