But it never hurts to run the upgrade. AFAIK, the DB hasn’t been changed.
Pretty sure there were no changes to the DB from 0.3 to 0.4.
However, you didn’t mention what version you were running before you upgraded…. I could be wrong, but I’m pretty sure /wp-admin/upgrade.php is smart enough to quietly end if nothing needs to be done.

FYI was running 2.0.3.
Always upgraded immediately with all versions never had any issues.

I just ran it twice on my test blog.
Everything still seems to work =) That’s about as scientific as I’ll get today!
Suppose I’ll open up the php later and have a look.
