That’s a rather excessive load time. Generally, I’d suspect a plugin or theme function causing a loop or some other performance-taxing process.
Try deactivating all plugins. If that resolves the issue, reactivate each one individually until you find the cause.
If that does not resolve the issue, try switching to the Twenty Fourteen theme to rule-out a theme-specific issue (theme functions can interfere like plugins).

Excellent, I’d recommend getting in touch with the plugin’s developer (if it was free and you search for the plugin at https://wordpress.org/plugins/ you’ll find a support tab on its listing) or finding an alternative. 🙂
The Plugin is WP SlimStat and seems to add about 5 seconds to loading time, but it works fine on another site with a different Theme.

Oh yes, that one can be database-heavy if you have a heavily trafficked site.
I recommend getting in touch at http://wordpress.org/support/plugin/wp-slimstat the developer is very helpful.
