I will add this to my enhancement list. Now, would you think it would make more sense to have something next to each item, or perhaps a button at the top or bottom of the entire list, that would bring up a pop-up dialog? The dialog could have a list of the entries from Link Library, and perhaps a small form to allow visitors to add some details about the bad link?

I think that field with small comment (report reason) is really good idea, I didnt think about it till now. User could say that link its broken or there is missing letter or somethink like that, but I think small button or link after the link in catalog is a good option, if someone clik on it then could report only that link and give a reason, it could be a popup or ajax window, whatever but it should be after link.

how the work is going? any chance?
This item is still part of my enhancement list, but not one that I have given a high priority to. In all honesty, with my general schedule and the fact that I develop free plugins in my spare time (read: evenings and week-ends), I mainly prioritize bug reports, quick new features that will benefit the community at large and items that community members help finance through donations. This one has not fallen in one of these three buckets yet.
And as Ramin indicated, you could use his plugin with the shortcode option to easily add a button to report broken links above or below the Link Library output.
