Need a simple widget

Not sure if this is the right category, but I am looking for someone to write a widget/plugin for me.

What I have in mind is a widget that displays latest news from a certain selected category from a feed that is given.

Thing is there are approx. 700.000 different feeds on my website and I need a administration that will be able to ping my site to see if the category exists and eventually offer another category that is close to selected terms.

Eventually I can also provide say 50 main category feeds that the user will be able to choose from pulldown menu.

I have small budget for this, it is not much but it is really a simple plugin and I can even link to the plugin author’s website from 11 different language domains witth PR varying from 3 to 6.
