    You can create a free membership level and direct people to sign up for that, and then direct them to the levels page to choose a paid level.

    You’ll have to change the links on your site and possible do some creative use of the template_redirect hook in WordPress to e.g. forward people to the free level checkout if they go to the levels page when not signed in.
