test site required login and Jetpack requires the site to be publicly accessible.
Hi @ajames463, can you try with all other plugins disabled? On the Jetpack page (e.g. clicking Jetpack in the navigation menu on the left-side of your site), does it state on the page that Jetpack is in local development mode?

i have been troubling by the same problem.
my site is public and i have tried with all the other plugins disabled.
but the problem is still there. the jetpack version is 3.1.
while the version 3.0 works well on my local computer(host).
NOW i have tested 3.0.1 on my public site, the results are:

on local host(computer) site: works well
on public site: click “settings” or “connect to wordpress.com” it turns out:WordPress.com is currently having problems and is unable to fuel up your Jetpack. Please try again later.

on local host(computer) site: not test yet.

In the thread, can you include a link to your site? Alternatively, you can submit debug details via the Jetpack page in your dashboard, then click the Debug link at the bottom. On the page that loads, click the Contact Support link and follow the process.

i think this is the solution solution: i was having the same issue till i read the jetpack plugin site. to access jetpack click on jetpack on the UPPER LEFT CORNER in the dashboard. not edit settings on the plugin installation. though it still asked me to sign in at wordpress.com to activate my jetpack which was weird. seems to be working on my wordpress.org site now.
