   For some reason all else is working just fine but my login page is missing its images and an any format but once logged in everything returns to normal.

   Running it on a local host xampp testing
   Cleared the cache
   all files look as if they are in the write area?
   looked on form for similar problem and tried their solutions but no go.
   Please advise a course of action.

   Fix it wild-
   Was a directory error
   in wp-login.php

   had to set css/login to /css/login for it to function with styles
