Installing WordPress should have a pretty good explanation of the process. Good Luck and please return here if you have more questions after reading that doc.
Hi,
I read the instructions and that is why I have asked this question. The instructions do not actually answer the question or could support both answers.
Thanks,
Lewis

If you want to access your blog as http://www.sample.com/wordpress, put the folder wordpress in your web-root folder.
If you want to access your blog as http://www.sample.com/blog, put the wordpress folder in your web-root folder and rename the wordpress folder to blog.
If you want to access your blog as http://www.sample.com then suggest you put the wordpress folder in your web-root folder and put this index.php file in your web-root folder:
<?php
/* Short and sweet */
define('WP_USE_THEMES', true);
require('./wordpress/wp-blog-header.php');
?>
This particular setup is described at: http://codex.wordpress.org/Giving_WordPress_Its_Own_Directory
