permalinks not saved to custom structure

    Permalink settings do not get saved to Custom Structure, but keep reverting to Post Name.

    I am using the latest WordPress with the twentyfourteen theme without any plugins activated.
    The http://codex.wordpress.org/Using_Permalinks
    and other
    support queries have not helped me.
    .htaccess and wp-config have the minimum code of WordPress.
    Deleting .htaccess to let WordPress create it leaves .htaccess blank and does not solve the problem.

    What should I be doing?
    Your guidance is highly appreciated.
