Automatically email cart link to customer

I’d like to be able to automatically send an email to a customer who has an order that has been pending for a certain length of time or an order that has been cancelled.
This email should contain a list of the items they had in their cart and a link to their cart containing the products they had when they left the site.
Does a plugin exist that can do this?
Alternatively just a way to create a link to the customer’s cart which I can email to them manually.
