Hello
I have a WordPress.org blog up and running and want to add a second.
Obviously, I need a host for the second blog.
Since I already have WP downloaded, do I have to download it again? Is there anything special I need to do? Any recommendations?

I'd say you don't need an additional host for the second blog, you just need an additional domain on your current host.
And yes, you do have to download it and install it again, as it is a separate instance of WordPress.
