custom rating

i want to do three things
1) Display the “average rating” and the “admin’s rating” of every post.
2) Also need the ability to recommend other posts based on a user’s rating of post A. So, if user 1 and user 2 both rate post A highly, user 1 would see recommendations based on user 2’s other highly rated posts.
3) Display “most popular” post based on average rating

Can this be done and if yes please give me hints on that.Idon’t need full description just pointers to what needs to be done to achieve this.
