Creating multiple word press accounts at a web site

I would like to use Word Press on my website as a tool for blogging where users can create their own blog, control and moderate their own account including specifying their own admins and moderators?

But I want to have the ability to have central control of the hierarchical organizational structure of pages and themes and retain control of the use of the left column for targeted advertising.

Is that possible?
