I want to add borders? to my webpage. How do I do this?

    I wasn’t sure exactly how to word the title, so here goes the explanation. This is my webpage
    The LIVE version of the webpage does not have the red background on either side of the white content section. This is what I want to accomplish. How do I get the white content page with the stationary colored background, or borders, on either side?
