Mulitsite Issue/Question for QuickCache

I have a two different multsite instances, with about 15-20 sites within each. Recently I have noticed when I make updates to Pages, the updates display when I am logged in as an Admin, but my users do not see the edits. Also, when I have added new Pages/Posts they some time do not display and I will get a 404. I have tried to manually clear the cache without luck.
The only method that seems to get the edits online is the deactivate the plugin at the Network level and activate once again.

Is there anything else I can do?
