my website is in maintenance mode.
The ratings are enabled in the Products data settings. I have activated a free Wootheme and Twenty Fourteen to test and it is the same.
You need to enable ratings in Admin page / WooCommerce / Settings / Products tab / Product Ratings – check “Enable ratings on reviews”.
I have same issue…

Here are setting page:
YES-Product Ratings Enable ratings on reviews
YES-Ratings are required to leave a review
YES-Show “verified owner” label for customer reviews
NO-Only allow reviews from “verified owners”
But as you can see, there’s no star rating at all…..

I can’t figure this so unless anyone else can chip in that only leaves the generic debug procedure:
Take a backup before starting.
Deactivate all plugins except WC. If that clears the problem, reactivate other plugins one at a time to identify which plugin is conflicting.
Sometimes an apparently inactive plugin can still have an effect. Use FTP to rename the plugins folder.
Delete the /plugins/woocommerce directory and upload form a fresh download of WC using FTP.
Is I delete the directory & upload a fresh copy (given I haven’t changed anything to those files themselves), would it preserve all settings & products and etc?

It’s JETPACK comment.
Just disable jetpack comment under jetpack and you’re good to go!
