Questions about getting a plugin hosted on WordPress.org

I have created a moderately successful plugin and I’m considering adding it to the ‘extend’ section.

1. The plugin includes a Flash movie. The actionscript and fla source files do not need to be uploaded by users. Is there a way to exclude them from the plugin download, or should I use a folder structure to reflect which files need to be uploaded and which not? Plugin pages do not have a ‘download sources’ link, right? Is the download always the full trunk of the svn project?

2. Do I need to include a copy of the GPL license in Subversion? What other steps are required to meet the GPL requirements?
