• When you use the “Tools/Export” WP downloads an XML file to your computer, ad then if you use “Tools/Import[wordpress]” this file can be chosen and imported. You are asked to designate a user for files, and you can click a box to “Download and import attachments.” This works just fine, but where are these files coming from? During the import, does WP go to the original site and download the attachments from there? They aren’t “in” the XML file, correct?

It appears that using this feature “download and import” also brings over all media- pictures etc in the media library, correct?

Correct. The data in the xml file simply points to their original url. The attachments are not actually copied anywhere until you run an import with this file on another site. Only then are the attachments copied over to the new site.
