No follow option is always on

Is there a plugin that will allow me to make internal links do follow and external links no follow.
I am trying to find a plugin for internal linking that will let the internal links be do follow. I have tried several and always get no follow internal links.

Can someone recommend a plugin that will allow the above to occur or do I have a different problem than just having the wrong plugin.
