What is Diff.php and why is CHMOD at 757 for it?

I’m going through my CHMOD permissions and making folders 755 and files 644. In my wp-includes/text folder I have a folder and a file, called Diff and diff.php. The php file has CHMOD of 757. Should I change it to 644? What does this file do? Thanks.
