Another thing to check, has the hard disk space reached the quota limit? Sometimes an error_log file can grow rapidly large and fill up the disk space. This would prevent any themes or plugins being installed.
Robey, all I have on my hosting site is the WordPress installation.
I deleted all the files and folders in the public_html folder by mistake, then reinstalled WordPress again. Would this cause the problem that I am having?

Oh gosh, yes.
You’ll want to check your wp-config.php
file in the root of your WordPress installation folder. Double check the info at the top of that file to ensure it has your proper database connection information.
Soteres, posting the username and password on here is not a good idea. Now anyone can login to your server and do what they like. I would suggest you remove it and send them via email or something

Within the dashboard, I can’t install any theme’s or plugin’s.
I get the error:
Download failed. Could not open handle for fopen() to /tmp/…
As Josh explained give this a try.
Can you confirm that the define('WP_TEMP_DIR','/path/to/a/temp/dir');
is in your wp-config.php
file? You may need to ask your host if that path and directory is actually writeable by the web server’s UID (show them this reply and they should know what I mean).
The path may be 777 (generally a bad idea but for now see if you can get it working) but if the web server UID can’t see or write to that directory then that could be the problem.
