   Did the svn server move or something?

svn: PROPFIND of '/wordpress-table-of-contents/': Could not resolve hostname `svn.wp-plugins.org': Host not found (http://svn.wp-plugins.org)

   I've tried pinging the server which fails.
   I've tried nslookup for svn.wp-plugins.org which fails.
   I've tried nslookup from web-based services, thinking maybe my dns was borked. That also fails.

   What could I possibly be doing wrong here?

   I get the same error and it speaks for itself: svn is down.

   Repository is back up again, but commit still fails. Guess we'll have to wait until svn is working correctly.

   They're migrating it to a new server now while it's "down" due to DNS propagation delay.

   So for those people who can access it, it will be read-only for a couple days.
