Widgets not appearing in Customize

I’m wondering what makes the widgets in Customize so elusive?

In my various sites, I have found that all the widgets appear, some appear and none appear. In Twenty Twelve, they are there immediately. In one premium theme, only the footer widget shows. In another premium theme, none of the widgets appear.

What’s the trick to bringing all the widget areas into Customize?
