Looks like it is out…but with issues (installation forum has a few items about themes not working).
It would be nice if there was a “what changed” page — I couldn’t find one when poking around wordpress.org.
Specifically, this page is not yet updated:

That’s because… nothing really changed.
At least nothing I could see when I put it on my testblog.
Categories are still below the write area.
Settings etc in Admin panel are still off to the right.
Widgets are still not drag and drop (like they were with 2.3.3)
etc etc etc.
My love for WordPress is very quickly mutating to loathe instead.
